The Silver Jackets State Team of the Year award recognizes an outstanding interagency team that exemplifies the goal of effective flood risk management by facilitating life-cycle risk management within the context of shared responsibility at all levels. This award seeks to recognize the efforts of state teams that manage flood risk through interagency communication, cooperation, coordination, and collaboration with federal, state, regional, tribal, and local partners.
The award seeks to recognize outstanding team achievement in one or more of the following: (a) implemented collaborative life-cycle flood risk management strategies that improved life safety and/or mitigated flood risk, including nonstructural and/or nature-based initiatives and interim risk management measures such as risk communication; (b) optimized the use of federal resources and leveraged additional state/tribe/territory/local resources; and (c) reduced duplication of effort or conflicting policies and/or improved processes among federal agencies. Demonstrated use of federal resources beyond the USACE Floodplain Management Services Program (FPMS) is encouraged.
